I was able to find my original files but I'm missing some which happen to be the ones you're missing as well. I'm getting them redone and will upload soon along with the ThatGuy lines (fixed) and GoatFemale.

I believe I uploaded them in mp3 format. I have the original wavs if necessary. Also I'm fairly sure there was some computer hum in -some- of the originals so it's no problem rerecording those you can't fix It was when I saved them after working on them that they were made into wav format. I'm in the process of fixing up the volume of the ThatGuy files I had done and I'll get the other ones I put my name on in the VADB done at the same time.

I've recently started using a new sound program that will allow me to configure the volume much much easier.

If you want to keep the Enviromental Training skill and change the health Aug then I'd have to say remove the skill for swimming but up the natural ability of the playable character a bit. For Step #4 I'd suggest getting all the previous info to the Sound Tech. Mainly the text form of the lines. Besides that bit to add I think it could work out pretty well.
