I've also been replaying TNM for the first time in far too long. Playing a WC runthrough, I laughed myself silly when I heard Scara's PM after I hit the wrong key I'd set up as a spawnmass command. I was in God Mode, thankfully, and instead hitting the key I'd intended, for 50 pepperspray projectile...

Try it with loading an older save with 1500+ credits, and starting a new game. Fresh install takes away all the weird factors that can cause it (like aug can's :P), and then we may get some confirmation from more sources. Sorry about taking so long to return to this thread. I fouled up on the apps and drivers install on the new rig. Had to redo everything from scratch. Instant loose 5 days work. Completed the install of DX, DX patch, DX SDK, HDTP demo, TNM, and TNM patch 1.0.2 for doing the testing on the early Scara...

I'm certain that the only thing which changes the variable is getting credits. I would put serious money on it not being the aug cannister. As far as I know there is just 100 credits in the basement.
