HDTP affects characters and objects, while New Vision affects terrain. They do not overlap.
Both can be installed at the same time (though IIRC the New Vision release has visible bugs such as an ugly black square around the UNATCO logo). I don't think the install order matters.

You clearly didn't rename the copy correctly. Make sure you have file extensions visible and didn't accidentally name it HDTP.exe.exe

That still sounds like the dialogue is just based on picking the right options and disregards what type of character you're playing. Meaning that even a anti-social psychopath, completely optimised towards killing, can still make the same perfect dialogue choices as a more peaceful and less combat-o...

I approve of being able to talk characters into doing what you want if you've invested in making your character good at speech (e.g. spending XP in social-related skills, ala Vampire: Bloodlines), but without skills... seems too easy, somehow. There's no "cost" to this approach.

In a way, I think Bethesda should consider games like The Settlers or Knights and Merchants to get an idea of a world economy - it would make their worlds feel that much more real if you could watch the residents planting and harvesting crops, milling grain, making food, mining ore, making weapons, ...

Overpopulated wasteland? Depends on if you're talking about enemies or NPCs. Bethesda always have far too few NPCs in towns and cities, and Fallout 3 is no different. Fallout 3's biggest problem is that it shares all the flaws of Oblivion, and then adds its own in the form of Vats- ie. their I-Win button that essentially gives the player god mode and is a pretty major game breaking mechanic. It doesn't have all of Oblivion's flaws - some things are much improved...
