Ok, aside from a short stint of activity lately other things happening with me are preventing me from doing all that much on the project. So, I'm going to post around a few places to see if we can get other texture artists on board. It's something I'm hesitant to do because of overlapping textures and trying to keep the art style consistent, but I think it's far more important just to get the bloody thing finished than worry about some textures looking slightly different.
We're not dead though! Lack of screenshots is because Deus Ex's version of UnrealEd doesn't work with Vista and I haven't bothered to install Unreal Tournament yet (UnrealEd2 does work with some .ini editing I think).

Perhaps you should provide a description of the visual style your looking for, along with some examples of your work.
Combined with a tutorial for how one goes about making a replacement level texture for Deus Ex, and how to get correct tiling...
You could also set up a submission and review process, where by you or any designated moderators check over every submission to make sure its:
A: Good enough.
B: Adheres to the overall style of your work.
