You probably don't have to reinstall TNM, have you tried just setting UseS3TC=True under [D3D9Drv.D3D9RenderDevice] in TNM.ini? I reckon what happens is the installer copies and renames your DeusEx.ini when you install TNM, so UseS3TC=True gets set properly.

I made sure everything was in all of them:
deusex.ini
TNM.ini (the one in Deusex/system)
TNM.ini (the one in the Deusex/TNM/system folder: It didn't have a section for different renderers, but it did have a paths directory which I made sure had the NewVision path)

Well you need a section called [D3D9Drv.D3D9RenderDevice] with a setting UseS3TC=True in TNM.ini for NV to work. Here are my D3D9 render settings:

After reinstalling TNM, and applying the 1.01 patch my settings look exactly like that. :P

I'm not sure what it looked like before. I do remember copying and pasting the ini settings from the high quality mod after I couldn't get it to work with any sort of tweaking. I think I even made extra sure to check that it had useS3TC=true.

I just checked the Ultra high quality mod's ini and it also looked exactly like yours as far as I could tell.I think I saw you saying that you actually got your settings from it, so it must have been something else.... and somehow reinstalling fixed it.

After about 6 hours or so, I got the mod finally. I like it, but some textures looks a little "Pixaly" like some sign textures (I can't remember which off my head) and some light textures do as well, like "un_insetlight_b" in UNTACO textures and one or two textures in coretexwood are not as smooth as others, but all in all, it is a nice improvement

This line looks handy for fixingthe dark screenshots. Works =)

There are textures that haven't been done yet, could be looking at those.

Just press "t" and type "sshot". The screenshot will be in the right brightness.

Mind posting some screenshots? The only thing I can think of is if I didn't update those textures and you're looking at the old ones with DXT compression (which will cause them to look horrible, such as the TV screens with talking heads).

So far everything I have seen is good. If only the grass could be made as to not be flat...

(Also I really need to figure 3ds max and redo the trees, they make me want to rip off my monitor with them next to the beautiful brick and grass  )

Of course HDTP are doing the trees.

I've noticed that with ENBSeries everything looks like it has plastic wrapping over it.. I think I need to turn off the reflections/bump mapping. It looks great in some parts but all the buildings look like one giant condom.

Sure you have the latest one? It's less plastic.

You'll have to tweak the settings of ENB because the default are crappy for DX. The settings in the so called Ultimate HQ mod are decent , but some extra tweaking can make it look even better with the new vision. I even managed to remove the blurryness of the hud when it scales in big resolutions (alas I'm not sure what setting did it). The bump mapping sometimes is great , sometimes not so great , you can try tweaking it by pressing shift+enter during play. The lighting effects are absolutely gorgeous though, they add a lot to the atmosphere and finally you can have really dark places in the map without the whole game looking muddy and the colors are really vibrant. As for the new vision, all I have to say is that it's a great work. I've been halfway into the game and apart from a couple of signs (unatco and castle clinton) everything looks great. As I've said it would be great if you also managed to make new textures for the sky and the NY cityscape in the distance (if that is in your department and not HDTP's).

I have a screen shot of some textures (In Unreal ED). I never realised there was some not done, but the ones that are are very good:
