Quad launcher
During my last two playthroughs I have noticed that there is a command for the UC in the WC basement to create something called a "quad rocket launcher", my question is where do I find the plans?

The sewers! Curse that wretched place. First time I entered I got lost and it took me two hours to find the way out, I was low on supplies.
