Everyone in Goat City had a foon that was blessed by the high priest when I was going to shadow code, how many does Athena bless a day and how do they do it?

Well judging by the conversation between two goat members, getting your f00n is like a "rite of passage". You have to earn it somehow, they don't just hand out blessed f00ns by the truckload each day.

Sun Myung Moon can conduct marriages in job lots of a thousand or more, I don't see what's stopping someone from blessing their foons in the same kind of quantity.
