can't enable detailed textures

hi everybody i cant enable detailed textures and effect when i click on on (in game) they're still off... is there a way to do it?

and then i have a dx10 card but if i enable dx10 the game crashes so i use dx9 (i have already downloaded dx10 rederers)

Try step four of the first part of this tutorial, copying the quoted code into your ini:
