outdoors slowdown

First of all, thanks for this amazing mod, this is quality =D>

However I encountered this problem where the game slows down outdoors. Other than that, its always 60 fps. I tried changing every possible setting, lowering the resolution, even forcing max AA and AF and it doesn't make any difference in the fps. I also messed with the affinity and the compatibility settings, but no lock. Changing the renderer has also no effect.
Is there anything I might overlook? please help me, recent games run fine (using win7 64-bit)

It's probably the engine. Regardless of your computer hardware, the engine itself can't quite handle levels as large and with as much detail as we've produced. We tried to mitigate it by blocking some of the longer sightlines and such, but you'll still occasionally experience what can best be described as a framerate cap.

I've just found this similar topic with just a scroll down, so sorry for this one. I searched everywhere before asking, no idea how did I not find that.

anyways, thanks again for the mod, I always prefered gameplay mods and new features over graphics updates and this is a perfect one for me.
