It's pretty ridiculous that the person writing this guide seemingly knows nothing about actually working with audio.
This is just sad. If you're going to write a guide about something, it's not hard to look up a concept instead of saying you have no clue what it is.
Also: It's 2012. A flashing red light should go off inside your head if a site tells you to convert a music track to 22.05kHz mono (or worse in some places in this guide). That's when you really ought to look for a better solution.
At any rate, that solution seems pretty bizarre. There's some kind of ogg-playback package for Unreal/Deus Ex, I'm pretty sure. I've heard mention of it on these forums. I'll try to dig it up.

this guy was trying to do a similar thing; TNM uses an ogg vorbis playback package that you should be able to get working, even if this person didn't have much luck.
