In the Unatco building, when you enter, the office on the left (or right) on the top floor. You'll need lockpicks though, or a LAM.

I just checked, and it's the right office. Whether or not it is Paul's, I haven't seen any reference to him in the office, and no comm saying 'hey, you're in my office w00t'. If you know what I mean 
But it could be Paul's office, why not, he's bound to have one somewhere...
